Most people who ask about YouTube monetization requirements are really asking one question underneath it. When does this thing start paying me.
The requirements themselves are simple. What confuses people is that there are two separate doors into the Partner Program, three different revenue features behind those doors, and a review process that judges your channel on things no threshold number tells you about.
I have taken channels through this process more than once. This is the full checklist for 2026, written the way I would explain it to someone sitting next to me, plus the parts most guides skip.

The short version
To earn ad revenue on YouTube in 2026 you need:
- 1,000 subscribers
- AND either 4,000 valid public watch hours in the last 12 months OR 10 million valid public Shorts views in the last 90 days
- A channel with no active Community Guidelines strikes
- An AdSense account linked and verified
- Two step verification turned on
- To live in a country or region where the Partner Program is available
- To pass a human plus automated review of your channel against YouTube's monetization policies
That last line is the one that fails people. The numbers are a gate. The review is the judgement.
The two paths, side by side
YouTube runs two qualification tracks and you only need one of them.

Both windows are rolling. That word matters more than anything else on this page. If you hit 3,900 watch hours and then stop uploading for four months, older watch time falls out of the 12 month window and your number goes down. I have watched people get within a few hours of the threshold and then drift backwards because they paused.
The Shorts window is even harsher. Ninety days is short. Ten million views in ninety days is roughly 111,000 views a day, every day. That is a real volume operation, not a side project.
The lower tier most people do not know about
Since 2023 YouTube has run an earlier tier of the Partner Program. You reach it at:
- 500 subscribers
- 3 public uploads in the last 90 days
- AND either 3,000 valid public watch hours in 12 months OR 3 million valid public Shorts views in 90 days
This tier does not unlock ad revenue. It unlocks fan funding: channel memberships, Super Thanks, Super Chat, Super Stickers, and the Shopping affiliate program in eligible countries.
I mention it because it changes the order you should think about things. If your plan involves selling anything or having supporters, you can start earning from your audience at 500 subscribers while you are still climbing toward the ad revenue gate.

YouTube's own creators channel explains the program updates better than any third party summary, and it is worth watching before you apply so you hear the rules in their words rather than mine.
What "valid" means, and why channels fail here
Notice that every threshold uses the word valid. That is not filler.
YouTube discounts:
- Views and watch time from paid traffic, bots, or view exchange services
- Watch time on content you did not create or meaningfully change
- Watch time on videos later set to private, unlisted, or deleted
- Traffic from embedded autoplay in low quality contexts
- Shorts views that look artificially inflated
This is the single most common reason a channel with the right numbers in Studio still gets rejected. The dashboard shows a raw count. The review applies a filter.
If you bought views to get moving, you did not speed anything up. You planted a reason for rejection.
The review is the real requirement
Once you cross the threshold you enter a queue. A combination of automated systems and human reviewers looks at your channel as a whole and asks whether it deserves to carry advertising.
They check:
Reused content. Are you uploading other people's material with minimal change. Compilations with no commentary, clips with a music bed, text to speech over stock footage with no original angle. This is the top rejection reason for faceless channels and it is worth understanding properly, because there is a real difference between assembled and created. Repetitious content. Are your videos near identical to each other with only a variable swapped. Templated output at scale with nothing that makes any individual video worth watching.
Advertiser friendliness. Does your content fit within YouTube's advertiser friendly guidelines. Excessive profanity in the first 30 seconds, graphic material, controversial framing on sensitive topics.
Metadata honesty. Do your titles and thumbnails describe the video. Misleading packaging is treated as a policy issue, not just a growth tactic.
Channel identity. Is there a consistent theme and a clear reason the channel exists.
The threshold gets you into the room. The review decides whether you stay.
The full pre application checklist
Run this before you apply. It takes an hour and it prevents most rejections.
- Every video on the channel is something you made or meaningfully transformed. If any upload is somebody else's content with a filter on it, remove it.
- No Community Guidelines strikes active. Copyright claims are different from strikes, but active strikes block you outright.
- Your channel has a banner, a profile image, an About section that explains what the channel is, and a name that matches the content.
- Your titles and thumbnails match what the videos deliver.
- Your first 30 seconds are advertiser safe across your library, not just on your newest upload.
- Two step verification is enabled on the Google account.
- You have or can create an AdSense account with a legal name and address that match your tax details.
- You have removed or unlisted nothing that is currently carrying your watch hours. Unlisting a video removes its watch time from the count.
- You have at least a handful of uploads that a stranger would call good, not just present.
Timelines: what actually happens after you apply
Once you cross the threshold, YouTube shows the application in Studio under Earn. You accept the terms, connect AdSense, and choose your monetization features.
Review typically takes about a month, though I have seen it come back in under a week and I have seen it sit longer. If you are rejected, you can reapply after 21 days.
The reapplication is where most people make their second mistake. They reapply on day 21 with the same channel. If nothing changed, the answer will not change. Use those three weeks to fix the reason.
What you earn once you are in
Getting monetized is a door, not a destination. Two channels with identical view counts can earn wildly different amounts because of niche, geography, and video length.
Roughly, a monetized long form channel in a mid tier niche with a mostly United States audience earns somewhere between $2 and $12 for every thousand monetized views. Finance and software channels sit far above that. Music and entertainment sit far below.

The strategy nobody tells beginners
Here is the part that changed how I approach new channels.
The requirement is 4,000 hours in 12 months. Most beginners chase that with volume, uploading constantly and hoping something catches. That works occasionally and burns people out reliably.
The alternative is to build content that keeps earning watch hours months after upload. A video that answers a specific question people are actively looking for keeps accumulating hours quietly, every week, without you touching it. Ten of those compound. Ten videos chasing whatever was trending that week do not.
Watch time is cumulative. Attention is not. Build the kind that stacks.

Common questions
Do Shorts views count toward the 4,000 watch hours? No. Shorts views and long form watch hours are counted in separate systems for separate paths. You cannot mix them.
Do live streams count? Yes. Public live stream watch time counts toward the 4,000 hour threshold.
Does my own watch time count? Views from your own account are counted at first but are generally filtered out as non organic during review. Do not try to farm it.
What if I lose subscribers after being accepted? Once you are in the Partner Program, dropping below 1,000 subscribers does not automatically remove you. Inactivity does. A channel with no uploads and no live streams for six months can be removed from the program.
Can I monetize a channel in a country where the program is unavailable? No, and using a proxy to fake location violates the terms and gets accounts terminated. Check YouTube's official availability list for your region.
Do I need to be 18? For AdSense, yes. Under 18 you need a parent or guardian to manage the AdSense account.
How do I tell if another channel is monetized? There are a few reliable signals. I covered them in this walkthrough.
Does deleting old videos hurt me? Yes, if those videos carry watch hours inside your 12 month window. Their watch time leaves the count with them.
What to do this week
If you are under 1,000 subscribers, stop worrying about the review and go make three videos that answer a question people are actively looking for. The requirements take care of themselves when the content is right.
If you are close to the threshold, run the checklist above and fix anything that fails before you apply. A clean first application saves you 21 days.
If you were rejected, the reason is almost always reused or repetitious content. Be honest with yourself about which one, fix it properly, then reapply.
